Couldn't you put a toon on both servers though? Also, what do mean by reward? Do we get free stuff when the server is down for extended periods of time?

You can have two characters on the same account playing each server, but not the same character playing both servers.
If both servers are down for more than 8 hours and the forum game is the only one left to play we get some kind of reimbursement, like sophisticated poop.
