Higher end Criminals tend to stay logged in 24/7 and maintain their madness levels, to prevent stocking.
Other players intentionally crash the server, Other players login and summons criminals into the stocks.
Criminals are stocked by people intentionally crashing the server then quickly stocking them when it comes back up, and potentionally getting a kill on them for free, bypassing intended working game mechanics. Bug exploiting ? Abuse of the game?
If crashing the server to get these effects are intended, then just make it so that online characters can be summoned to the stocks.
To counter this, he suggests no one can be stocked for X amount of time after a server restart from a crash.
I suspected as much, which is why I said in my previous comment that we don't really want you staying online 24/7 to avoid the stocks. We can't make stocking while you are online a thing or every raid could be ended before it began by having someone quick enough to go out and grab a waste scent from the wall basher and summon them to the stocks for the next couple hours.
Now, you can stay online 24/7 right now to avoid your just punishment, but there are consequences. You have to risk the madness. Of course we don't approve of the deliberate crashing of the server, but we'll just have to fix the bug that is doing it.
