if you look at the layout you would know you do not need lillypads (i had to make an easement for the vault to be legal)

however even if you spent weeks farming a hundred pads to build a fully walled floating town next to me it won't matter, land based location is almost done with similar challenges to overcome, which is why i have been slacking out on the volcano with **** like cranberry bushes.
