If somebody wanted to make a list of which pavements they think should 'overlap' which other pavements we could try to set a more formal 'order' to it. As it is now each patch there is a chance they can switch given they have the same 'priority' to the server.

May I suggest that the last pavement placed is the one to overlap over the existing ones? So if I want brick over stone, I should pave first with stone, then with brick. In this case there will be no priority on any pavement.
