From what a town member said to me Bees seems to drop from any plant when foraging. He mostly got some from picking up clovers.

I think you're thinking "any plant". I expect flower to be the inspirational ones like flaming azaleas and so on

Are bees tied to certain biomes? I've picked a large number of flowers and other plants from grassland, greenwood and marshland biomes, but have yet to find a single bee. Are they more rare than the 7-use inspirationals?

Queen bees are more rare than 7 use.

Drone bees are less rare.

But they do only come from things that satisfy the "Any Flower" requirement.
