This is still considered beta, normally before any official launch there is a wipe. They may or may not stick to this general rule. But there is always that possibility.

Yea would be nice be more willing to try things without much fear if they are going to wipe it...

Trying things without fear or with limited fear will be for expeditions where everybody will die anyway. Providence has no planned wipes at this time. A wipe 'could' happen due to bugs, crashes, memory corruption etc. etc. However, in this event all store purchases would be spawned on the new world and we would try to restore it to at least 'some' backup that we had.

*When the new weight comes into play it will indeed calculate what you are wearing in addition to what you have in your inventory. Its entirely possible that if you are hoarding entire inventories of heavy stuff, or you just dont' have that much yellow bile to begin with that you will be 'rooted' and unable to move or port because you are over-weight. As such, players should get in the habit of logging off with as little as possible until the patch.

I have question about that one.

What will happen with items that increase atm your inventory (barkpack, backpack, sockets etc)? It will increase Your maximum load or they will become useless?

They will decrease the weight of items carried in them.
