My guess is that it's the same scrollbar as in the chat window. Am I correct?

Actually, there is not limitation as to how gluttony sessions can be limited with an encumberance system.
(Though JC said they want higher biles all over the board, so they use the new system to do just that ...tea probably did not do what they wanted! :p)

You can limit gluttony by giving gluttony-food a higher weight, and cap it in a way that you cant pick up anything if you are at max carrying weight.

Depending on how you play this, you could make it EXACTLY like it is now:
- giving every food item a weight of 1/16th of your base carry capacity
- having the backpacks add percentually (+50% of base value) for a common backpack for instance, and have pockets add 1/16th of the base carry capacity per pocket.

You could still scale this system any way you want, AND have the exact same gluttony as before.
...and you could as well reduce the max possible gluttony this way just as much as you want to.

Therefore, any increase in the size of possible gluttony sessions is perfectly intentional.

I don't know where this will lead, but due to the work involved in preparing for serious gluttony, only very few will actually profit from that, therfore it is likely not for the good of most players.
It would be well possibly easier to re-balance it the other way round and keep the gluttony limitations as they are.
It is mostly for certain people, to enlarge their epeen and brag about it in a world that was created for them like is was a silver spoon. ¦]

Double standards only prove your own weakness, and in this case, it is boldy obvious to everyone, don't do that! ;)

So if i started a new settlement and want to build my mine entrance, should i wait till the February patch goes live or it doesn't matter anymore?

Technically I would say wait in case we mess something up horribly etc. etc. However, at this point it certainly does look like it won't matter.
