I have a few characters without leanto. Some of them can log out and some are not. What is the reason, what is the difference of these characters?

They are all empty, only wear pants. I used them as vault before.
Edit: If first character's leanto was broken, he can log out. Alt-vaults is still a thing?

A couple questions/comments about the stocks:

1.) It looks like you can only be put in the stocks once for a given crime?
2.) Once I've been punished for a crime via the stocks, can I still be summoned for the same crime?
3.) If someone puts up a TBC, couldn't I hide myself in the stocks for 24 hours until it expires?
