No. Currently you can loot a chest from a leanto without destroying it.

There seems no intelligence to compensate it.

Anyway I doubt, that raider, first will wait 24 hours to prevent export stuff and after that, start siege which will take another 20 hours.

Wait, so what has changed? Previously townsfolk could transfer stuff with ease, now it's harder and actually dangerous. Siege will have you wasting time, but not too much if the claim owner doesn't defend it. If he does - he is also wasting time making it equal.

His point is that raiders won't be gaurding the town for 24 hours to prevent exporting the goods, it is slightly harder for people now, however most raiders can't keep up gaurding for 24 hours straight and after that have enough energy to start the sieging.

You can simply walk out with a cart, with 8 chests of precious goods and you just have saved most of your goods with only 1 run.
