While your inspiration is above 50% of your max your inspiration regen is drastically reduced. So if you want to maintain best inspiration regen then you shouldn't let it get above 50% of your max

Inspiration need 4200 Beetle - 1200 (max) Sugar & Spiece and isnt max -> Natural Phi.. 1350...
Inspiration need 5500 Perfect Autumn Leaf - 950 (max) Sugar & Spiece

so tell me, why Perfect Autum cost more more then Beetle...

Because it gives more proficiency points. I explained it earlier - inspiration cost is the sum of proficiencies given.
Perfect autumn leaf gives:

900 Faith & Wisdom
650 Flora & Fauna
550 Hunting & Hideworking
850 Law & Lore
850 Herbs & Sprouts
950 Sugar & Spice
750 Natural Philosophy

900+650+550+850+850+950+750 = 5500

I wouldn't mind if new inspirations reset the cost of learning one you already studied, sort of how it would reset the proficiencies gained in the past.

The current system is better at encouraging variety with out forcing it and making you study stuff that is actually relevant to what you are trying to lean rather than just studying the best spammable option alternated with the cheapest inspirationals that likely how nothing to do with what you are studying.
