It's not like infiltration is all these people do. It's a sort of side profit. Going back to the initial analogy, they have jobs, they just enjoy stealing a sucker's money in a poker game now and then :) When all the suckers are depleted, they can still go back to their usual activities in their own base, or use the initial burst of free resources to fuel actual raiding/combat alts for more plundering of people that would've otherwise not fallen for a scam, but are still prone to getting raided.
