It use to be put 3 arrowheads in a hide cape, which is possible, but JC changed it to be a lot easier for everyone.

It's just time consuming to go around looking for all the snake hides and cute little animals to slaughter for their hides. (Well, more the snake hides. You practically trip over animals with hides these days. And Turkey. The noise of them gobbling makes me grit my teeth pretty much every time I log in because there are almost ALWAYS a few within earshot.)
