While he does seem to be wrong often, I am not going to ban him for being clueless. If I do find out he's trolling and not just honestly wrong, I will do something about it, but I don't want to discourage people from posting to Help because they are afraid that they will accidentally give a bad answer and be banned. As long as the community in general keeps posting the correct answers, I don't see the occasional wrong answer as a major problem, only a minor annoyance.

Damn near everything he posts is wrong and there is no way he believes most of the stuff he posts, like a mine that has decayed or been destroyed can't be rebuilt.

I dont get why is he banned. This is a thread for *****, everyone does it. It is ok when you ban him for that kind of behavior on other forum sections but not in HoB.
If you personally dont like ukra at least find a better reason to ban him.

While ukrachild stands out in frequency of useless posts there are quite a few users who pretty much exclusively post similary useless comments, yet they are not warned/banned.
When is random trashtalk not ok and when is it fine?

For the most part, it's fine. But if ALL you post are insults and abuse, if you constantly derail threads into other subjects just so you can insult someone, if several different people report your posts for going too far, I'm probably going to give you a warning to back off, followed by a ban if you don't.

If there are posters on this forum that you think trash talk too often, please do report their posts that you think cross the line. I've said this before: I can't catch everything and almost every ban or warning I do is a judgement call. If others think someone is going too far, if they're reporting posts, I'll tend to listen.

Those other posters who you say constantly post useless comments and aren't warned for them aren't being reported. Whoever they are and whatever they are saying, no one cares, so I tend to leave them alone.
