You are probably one of those guys, who say, that Hearthstone is pay to win. By that logic Dota2 is also pay to win, since you can buy cosmetic sets and as everyone knows "cool decals make the car go faster".

Paying in hearthstone most certainly affects the win ratio for a large amount of the population in ranked and casual modes. If you can pay to increase your win ratio, then it very much sounds like you can pay to win. Of course, in the highest competitive setting (a minority of the playerbase), they got access to all options so paying even more won't help them win.
That said, League of Legends is my favourite game currently and I am very much okay with that for a large part of the playerbase, you can increase your win-ratio by paying.
