Believe that devs have stated this part of it is a bit of a bug, but do agree that this was the biggest mistake of all.

you couldn't just say lower middle fence near the corner? took me 5 minutes to notice the sideways fence after reading your post

Most people didn't expect it to change so much from HnH, granted I'm not a criminal so I never lost a character to bad defenses but it is an unexpected difference.

My understanding was that this is how it's supposed to work, but can't recall if it was ever fixed or not. I may be pulling straws out from under my hat, too, and thinking I remember something that wasn't said. I believe it was commented on in either IRC or the Paradox forums at one point.

Heh, good to know. You'd think that a warning of this would come up as you set your homepoint to your claim post though, hell, I got a warning for trying to dig soil for the first time. (Or is there now a warning?)
