Tribe's been doing it long enough for you to stop asking questions like that.
They do it simply because they can.
I once heard a saying: "when a cat's bored, it licks its balls", and it is even more true for a sandbox game, where everyone seeks his own source of fun.
But if you don't understand how fun griefing, killing, scamming and the like could be, than I guess I have to tell you, that tears, or reaction posts from others in general, make half of the fun, if not the most of it.

If that's the case then griefing, killing and scamming are more important to those that do it then growing the game to a good sized population.

I've said it before. There's a point where this game becomes about raiding and griefing and killing players who are the same size as you. Killing a lone noob who only has stone walls and no metal makes zero sense and doesn't seem like a challenge or a lot of fun to me.

That's the key moment here. As I said, in a sandbox game everyone seeks his own fun. Likewise everyone finds fun in different things.
Of course pretty much everyone would like the game to grow bigger, yet I don't think, that everyone would agree with denying himself some fun for the sake of some theoretical not-guaranteed "greater good".

Also, I am going to sound like a tribe member now, but there is always a choice of signing the treaty ;)
