For clarification - the precise status of Treaty application is irrelevant here. Treaty Members can not commit crimes, as specified in the original posting. If you commit crimes and can be summoned, that's a violation of Treaty terms.

The Treaty is for civilians only, and provides protection from both Tribe and Horde. Those wishing to live a more violent lifestyle have the Horde option available, but that only protects from Tribe, not other Horde.
