It depends. If it is within liberal arts, chemistry, or biology then it is usually mandatory. Though more than often you will see the classes filled completely, even half way of the course, and at the end. A majority of Western colleges count any language to be worth far more than a multitude of lesser courses. For instance, major State Universities with the U.S. usually make it mandatory to take a second language, or to continue a study there-of, to gain a bachelor's degree. There are some that do not, but an over-all majority do. Quite a few people do take second or third languages willingly. Though exposure, and understand, of key portions of any of those languages is almost certain via a majority of people, even those who have not taken the courses, within higher-education.
