If there will be many large factions you should be able to hide easly, they should focus each other in war for domination
I think I will create some faction for anyone (if the changes in the game will be satisfactory), mostly it should protect people with low and medium experience in game. Just not sure does it should allow members to make their own choices what to do next and how to play or make it purely totalitarian system where everyone has to execute commands for few hours per week. Look for thread in hob or p&p.
