No, that's not what I'm saying.

I'm saying that these players would raid regardless of where they played, but since they're playing in Utopia they're actually helping to protect, build and manage our city. They also raid less because there are other interesting things to do when you're part of a city. Still, raiding and crime is a part of the game and I prefer to play the game rather than against it. That means people can raid if they want to. I only ask that they don't make it their primary purpose in game to grief people because that's detrimental to what we're about.
