I've had several PM's from people expressing their interest in the stall but for 'agreements' less than the initial bid. So I have extended the auction for today only and reduced the starting bid and added a buyout.

You are bidding for the chance to own the stall, not transfer of ownership. The winner of the auction will have to pay purchase cost.

What does this mean??

You pay Droj to abandon his stand. Then you have to buy the stand for it's original cost [5k, most likely, but depends on which stand it exactly is, the ones in Roanoke have varying prices iirc].

This is correct. Currently there is no way to transfer ownership other than the method described above.
