Well, yeah, sure. A bug is really only a big deal when it has the potential for extremely swingy, volatile and/or negative behaviors and interactions for affected players. This bug doesn't affect anyone negatively.
It affects everyone who doesn't have access to it, negatively because they have slower relative humor progression and less buying power compared to the fictive scenario where noone has access to it. A solution would be to automatically include the option (ctrl+o) to get 1x1 fields in the vanilla client. The only negative aspect of that solution would be that Loftar would lose max 30 minutes of his time implementing that option?
On the other hand, the issues it rises are small in comparison to other issues, such as the low population.
