A regular raider would have taken all his stuff and probably killed him as well. That the tribe sometimes doesn't is a bonus for those newbies smart enough to read the forums as you should in a beta game, and figure out how to pay the treaty.

Why would that be their responsibility? Historically, raiders very much tend to use aggression to get their loot.

Let me explain:
Everything depends on the situation. If conclude with one or the other player a kind of agreement, it he may take a few responsibilities. Similarly, if You conclude contract with someone from raiders, then, for example, is not an attack on your camp may be the responsibility of these raiders.

The player didn't conclude with you any agreement. The treaty rules clearly state that if you did not pay the treaty before tribe arrived, you're fair game. Maybe a brave will give you a break, maybe not. Either way, you owed a fee for not paying and anything he took was fair.

AFTER you are paying the treaty and someone raids you, the tribe will help track down the criminals and sometimes help rebuild damages. If, by some chance, you get raided by the tribe (rare, they keep good records), you get compensation in the form of rebuilt structures and returned goods.

But before you sign the treaty, officially, giving a full payment to Paymaster Paul, you are a squatter illegally stealing land and the products of it.

I'm getting the feeling, from your responses that the word 'raider' isn't crossing the language barrier very well. A raider is someone who kills you and takes your stuff. The treaty that the tribe offers is a BONUS to allow people who don't want to fight with them to be peaceful farmer carebears. It's not at all a requirement, and the braves don't have to offer it if they don't want to.

The tribe don't care what you think their reputation should be either. They are not peaceful. They kill anyone who gets in their way and THAT is what they are known for. Not for being 'nice'. There is no 'nice' reputation to ruin here.

Why are you saying "they" instead of "we"?

But the tribe does usually take all his stuff and kill him. A couple of the friendlier braves don't kill them and do give warnings, and the tribe does have the Vision quest forum posting so that the newb can stay alive, which is a fine way for the newbs to learn where the forums are. But most players have never read the forums, and by most I mean 90%, and even if they do read the forum, they would have to read this thread specifically to even know what the treaty is. The difference is between letting the newb live and killing the newb on sight is the difference between 150 people on the server status and 500 people on the server status. Why wouldn't the tribe want more people to play and eventually pay the treaty. They could still own Plymouth. They just would dominate a larger amount of players.

Don't blame the player, blame the game. If Jorbtar had gone a safezone/nullzone way like EVE, we would have far more than 500 people :D.

Which is why living outside of the safezone, needs to be desirable for the "elite", so to speak. Of course, like you point out, a lot of work is needed to adjust different mechanics, but it seems like Jorbtar is on a fundamental level against the whole design of safezone/danger zone which is an extremely large reason for why EVE became so successful.

Or they could make PvP based on something other than epic poopsocking.

I payed the game for a claim.
i'm also paying the game upkeep to keep said claim.
This game and the land in it is not yours and so the players are not yours to extort.
The game has a system of payment for owning land.
You are nothing but bullies.
Give me your lunch money and i won't beat you up.
This whole treaty thing is just role playing gone moronic.

Please provide a screenshot of your claim and I will evaluate if you owe the Treaty or not.
