I believe they initially underestimated their target and thought that a waste claim which will make the target just unable to put up a town bell [to slow down the attackers] will do.

Yes but a Town Bell does the same thing. So why not just Town bell?

Well, I hope the current owners destroy all the braziers and raze the base before they evacuate entirely. Looks like the Russians are taking long enough to finish the belling.

Or just stay there and watch the bell sap away piles of silver with all those claim stones there and then take it/break stones when its empty

edit: does the vclaim cover all 4 sides of the personal claim? if not, expand away. You get the silver cost back when you get declaimed so you might as well make it expensive
