But does waste-claims can overlap each other?
If not you can have hv that can not be destroyed, of course you need tons of silver for that :)

Anyone else find it interesting and suspect that this change seemed to go in just days after Coles got hit by the bug, and not days after it was reported by the tribe?

Yes. There are numerous game-breaking and game-changing bugs that the Tribe has reported that will only be fixed and/or made a priority once they are "used". We are told that they are the intended mechanic (such in this case) or in other cases that they will be dealt with (when they become a problem). Regardless, the Tribe will continue to do all that is possible to get the game mechanics in as good a condition as possible.
