Plymouth is the server you are most likely to lose your base, avatar... The 'crime' concept is a bit different here. If you are not paying treaty you are criminal in the eyes of tribe, if you build your defenses you are criminal, if you hold high purity humus you are criminal, if you trade without tribes concurrence you are criminal and the list goes on... So paying treaty still doesnt make you safe from the tribe. Stalls sell overpriced scented goods (used to track you) and are all controlled by tribe.

I dont know about other servers but it cant be as bad as here.

Playmouth - is the best server with the best system of JUSTICE
If anyone is afraid of the justice system then I can say that you are just a dumb person who does not respect the law.
Server is open to anyone who wants to enjoy the game and not be a thief with a low mentality.
