Alot of the recipes are wrong or missing or should be removed since they don't have modifiers...

Give me the list, what to add, what to remove, and it will be done!

Warning to anyone who does not understand the system nearly all of the recipes are wrong.
The only ones that even give the correct options are:
Aztec Abattoir
Berries-on-a-Straw
Cabbage Cakes
Corn Pudding
Cornmeal Flatbread
Crickebab
Dry Pie
Fruit Jelly
And I have not yet checked daopa's values so make sure that you understand about what the values should be so you can do a sanity check.

Removed all the recipes but the ones listed above, tell me what else is missing or off and it will be updated :P

I believe neither of them have a modifier. The outcome should be the same as what is said on the tool-tip.
Someone correct me if i'm wrong.

The modifiers only occur when there are multiple options for a recipe ingredient right? Like if it says "any garlic" and you use a garlic, it applies... If it says it requires "garlic" and you use a garlic it does not apply (since there's no possible variation of the recipe).

Correct. Same deal applies to everything. there are some exceptions though (one 1 i can think of)... a 'Charred Something' does not have a modifier for the meat shreds. Each meat shred has a random chance to generate a value between 0-6. So its possible to have a better Charred Something made from rabbit, than bear.

Nothing produced by Roasted Meat has a modifier matrix applied, because there are no base matrices.
