So I pulled a head off a skeleton near providence just to see what happens

Over the last week now, I've logged in twice with a disease & madness and have so far lost over 100 biles.

Assuming it is witchcraft as I did not have criminal acts turned on.

Just a fair warning to other Salemites, avoid pulling heads off corpses no matter how fun it looks.

Yes this is considered a bug by many, and probably just lazy implementation by JC, as desecrate used to be a witch-only ability.
