That is not exactly what's happening when you have this option on.
You still log in with tracking turned off, but your client automatically turns it on in a second. You get the area you're at loaded without scents being visible prior to tracking turning on.
It feels like your description fits the situation exactly. And then when I toggled "tracking" off and on, nothing changed.
