It means you don't have enough inspiration points left.

You could try increasing your Black Bile to speed the accumulation of inspiration, but waiting some time should return Inspiration to you

noobs don't know this but you can hunt butterflies and craft an inspiration potion very easly.

follow up question: does inspiration regen if you are logged out? Trying to see if I should just log out for a while and come back later or if I have to stay logged in for it to regen.

It regens while logged out. It also regens slower the closer to your cap it is. Not sure what the wiki page covers as i'm on my phone but the main things to know are:
You lose half your current inspiration when you KO.

You regain inspiration faster when you sleep in a bed, with different beds giving different amounts of bonus. Your bed sleeping inspiration gained depends on the pyjamas you wear, ranging from reed to quack pajamas.

You gain more inspiration the higher your black bile is

You gain more inspiration the more nerd skills you learn: literacy, aristotelian logic, stuff like that.
