Can't join town

I want to take my character to town. But when I offer citizenship character can't accept it because he is mayor of another town. How can I refuse post of mayor?

If there is a Pclaim + Tclaim in the new place you can use town area that is covered by Pclaim with that character even if hes not part of the town.
