No, each town bell is unique and the boundary stones associated with it are associated only with that bell. Once the bell is gone, the stones are orphaned.

They boundary stones stay up until they're destroyed, if it is defended then you cannot avoid having to put up a waste claim

Till the silver runs out of... what? In your scenario, the bell is already gone. Regardless, claims on Providence continue to exert all their protections whether they have silver deposited in them or not.
