Stolen items in player stalls

Hello, I was wondering if you are safe to buy from stalls, does the system prohibits the owner to sell stolen items? Witch he could track you to your base.

Oh to have the item I bought laying 9 days in a small outpost does not sound appealing, but since it is at lower price.
