I just read:

A locked container can only be opened by people who have a corresponding key. Notice that keys are personal. Stolen keys cannot be used to unlock things.

Does that mean players with larceny cannot steal anything from a locked container?

if they get the master key. they can also destroy the chest

They can just destroy the locked container and the items that were in the container will just appear all over the ground.
