You need to study a

Lizbeth Maudney Doll
During a Halloween Event people that participated in it received a Lizbeth Maudney Doll, and thus the 1st Generation of Witches.
Only Witches can make them.

To get the materials needed to make a Lizbeth Maudney Doll:

1 Simple Bonnet

2 Indian Cotton Cloth

1 Fluffy Stuffing

1 Glass Buttons (NOT Glass Beads)

The rest comes down to trusting another player to make it for you.

*Exluding all possible payments in the gaining/creation of the Lizbeth Maudney Doll
