Crime Debuff

How 'Quickly' the buff is coming off. So when you see it at 25% full, your buff is going at 25% speed that it could be. When it jumps up to 100% the buff is falling off at the maximum speed it can.
For now, this breaks down to a 30 minute debuff at full distance and a 2 hour debuff if you remain in range of the crime.
