Trying to modify a makeshift fence on a town claim. Problem is I can not seem to damage it at all.

I couldn't destroy a stamp mill with 120ish stats so there's that.

30 is a minimum to damage it, if nothing changed since the last time I was trying to destroy it, so you probably need to get to atleast 35-40.
