I have an old account also. Since it is blood moon I decided to start a second character and try the tutorial but was not allowed to talk to the chief. I will be honest I don't think I had the option when creating my main character either. So twice now I have started in a leanto without being able to go to the tutorial. FWIW 300 PP is hard when you have nothing and no crafting abilities. Ended up studying 4 beetles to get going.
