The problem isn't with fear durring a fight but after it is over. The damage fear does will increasing during a fight, and that's fine. Low level players who have to take a long time to kill a bear or use exploits should probably find do something else if they keep dieing to it. The problem comes when we players who can kill bears and with almost no damage to black or blood loss are still dieing 2-3 minutes after the fight. Should the debuff keep going after the fight? I don't see why not, as fear is a powerful thing in real life. We should however have a way to remove it, but wait we do...
It's called "Regain Composure". The only problem is that it doesn't do anything for fear. This skill makes perfect sense to use to help reduce the fear debuff in and out of combat. It's already worked into normal fight mechanics, and hopefully balanced. All the developers need to do is add this on top of what the skill already does, reduce the fear debuff and problem solved.
