Once the claim capacity issue will be fixed, it will be just fine. You get 6 months of upkeep, that is very manageable for inactive players.
This is the way things were majority of the time game existed and we all were just fine.

Must have been dropped on your head. Devs call it pve server, game denotes it pve server. If it wasn't a pve server then it would Not have different rulesets than expeditions
