It's one COOKIE received per account, not one gift. You can cash in as many cookies as you want, as long as you have them. I imagined heffernan had a bunch of cookies from all the places he looted over the last year. I was more interested to see if he would be able to get them cashed in in time though.

I had a cookie from last year (maybe the year before) and it didn't work.
