Frankly I don't buy the part about how there is no distinction between offensive and peaceful actions just because each action can be used in offensive manner.
And on top of that I don't know what does this philosophy have to do with a computer game.
Philosophy has everything to do in everything in our lives, even in computer games.
Jorb's explanation was highly logical, they want to create a sort of simulation that represents real live conflicts of interest. There is no clear distinction between offensive and peaceful actions, because it can not be evaluated logically which action is offensive and which is not., it is kinda the same with good and evil, "other mans freedom fighter is others terrorist" the things which we may think are horrible and evil, others may think the same things are moral righteous acts. As cold as it sounds you can't logically evaluate one from another, without mixing in personal feelings or moral which are not universal things, they differ greatly from person to person
