I think there should be more disadvantages for being in top 10, like that you wont need a waste claim to assault a top 10 town. The advantage of taxes income is really big and unbalance.

its big wat... it doesnt even pay the upkeep of the town with noone buying at stalls..

that is because most stalls don't sell stuff that's worth being bought, or anything at all.
When I decided that Popham bores me to death and restarted on Providence, I had a hard time buying something as easy to obtain as nails for a reasonable price (which means any price below what the NPCs take). There are nails sold now, but most stalls really don't give an incentive to buy anything off them (for me at least).

Then fix the stall market, wait for better times to come or dont push for your town to be in the top 10 towns if you think is not worth it, i think no one forced you to spam vclaim objects(You prolly did it to pretend you accomplish something in game without thinking the consequences anyway )

indeed: the town authority board is meant to balance itself out afaik: if it's not worth paying upkeep for the first place, then simply don't go after the first place, but go after the most cost-efficient place.

Top 3 used to be very worthwhile, no clue with the current sales but I highly doubt that Heffernan is losing money, unless he is relying upon flags.

He is prob making some math mistakes.
