400 isnt exactly something to brag about, get over 500 atleast.
And it depends what you can call a "combat set" and an "affluence set"
If you have more than atleast 250 piercing/impact/blunt power+CCP or 250 piercing/impact/blunt defense+CCD and an affluence set of atleast over 1000 so you can efficiently grow tobacco then you almost have an excuse to make a woodworking set over 500.
However, you should always choose to make either of those sets better over a 700 woodworking set.

I know, but i want to dig to some soft rock, and technically speaking i could get lucky in the process.

EDIT: Also, i think it only matters when you dig out the hardrock, not when you fire it.

As on my level 7, i rapid dug out several hundred hardrock boulders, then the next layer was fired, i have not touched level 7 in almost a month i come back today and the 6th cracked rock i mine i drop down.

FYI, the damage from dropping from level 7>8 was 350 to all biles.
