I can see plenty of spots in the picture where you should be able to start dropping a bunch of dirt, and then flattening it down once it's big enough.

Keep trying, it's possible just very tedious.

Have you tried digging out that lowest point? If it that little **** is preventing you to put more dirt, just dig it out untill one of the cliffs is gone (left cliff on the picture)
It is very possible to flatten it, you just need alot of work .

I recommend just not building your base there. Really, it'll probably be less work unless you've already made a big pclaim and started walling stuff in.

This is possible, its just a bit more work than your expecting.

You cant level it from the top down, you have to dig dirt elsewhere and build up the sides to reach the top, then dig it down.

Trust me.. I worked on terraforming for 2 months straight, 8-12 hours a day. This hill is nothing compared to some of the **** i had to level out.

Seems doable, there are however impossible situations.

Coming from the right (in that screenshot), I would turn it into a not-quite-right triangle. I'd drop a strip of dirt along the entire thing (Red), then drop dirt (Blue) between the crest of the ridge (Black) and the mound (Red). Then slowly shave down the top of the triangle. It seems entirely doable, but will be a pain in the ass.

Where am I suppose to put this mound?

Every tile colored in red is TOO STEEP TO SUPPORT MORE.

Its not too steep because the tile beside it is too low, its too steep because of that unfillable hole at the bottom.

Is there a reason that you or anybody else hasn't mentioned building up the ground at the top of that pic to the right of the tree? By doing so it appears that you would be able to eventually lower those peaks. I could be wrong. I am just wondering if it has been considered.
