You need to put him on the grassy field in front of your base. After all gnomes are lawn ornaments.

I can feed it, which is interesting. I gave it oatmeal cookies.

I tried boiling it, probing it with a sharp stick, surrounding it with worms, jumpstarting it with cables, harassing it.. nothing works.
