I actually really liked this idea until I remembered that our dear Marquis wasn't born until 1740, putting his antics well outside the realm of our time period. Otherwise, besides for you not understanding how inspiration works and the proficiencies making no sense at all and 10 uses?! Otherwise, C+

This item gets a hard A+. I'm not sure if it can be done (you're mixing a lot of mechanics here, man) but it fits wonderfully otherwise. Very good job.

Thirteen colonies

Takes 1 "Traces of the lost colony", 1 "four-leaf clover" (must have all uses) symbolising good fortune for those brave enough to come into unknown lands and hope to avoid the fate of less succesful colonies , 13 "shooting stars", 1 "new world survey". Requires Compacts & Constitutions skill

The icon would be a map of east coast, with Thirteen colonies visible.

The inspirational would have 13 uses and give:
2500 Faith & Wisdom
2500 Law & Lore
1000 Cloak & Dagger
500 Perennial Philosophy

Oh boy. I love and dislove parts of this. Traces, 4 leaf clover, new world survey all good pieces of the pie. I dislike that it gives proficiencies not included in the Shooting Star Flower (bugs my inner OCD JC). That being said, all of the proficiencies it does give are spot on (13 uses is a bit much for something that can in large part be farmed quite easily except for the clover, which isn't all that rare). A-, a very good and thoughtful job.

Recalculate that inspiration cost. I like the intention, but in reality, and correct me if I'm wrong, but you can't make a bar out of dross. Dross is mineral waste/scum and impurities that are separated from molten metal like fat from homemade chicken broth. You could make a lump of dross, but I'm not sure after dross is separated that it can be reheated and remolded. So in practice, I don't think this item is a good one. Nice try though! C

1) A (water) splash

2) A blue splash

3) A tear of Nature which falls and tries to escape

4) Rarely obtained when using a bucket or pot of water or when a snowball melt in your inventory. The splash would be found at your feet and you should have a clean cotton in your inventory to get it or it will quickly disappear.

5) 1 300 Law and Lore
1 500 Faith and Wisdom
1 800 Natural Philosophy
100 Perennial Philosophy

6) Uses : 3 (as Inspirational) Cost : 4 700

7) Uses as item (1 time) : a splash could be used to re hydrate a dehydrated rose with a little chance to change it in a rose of another colour (yellow / blue / white / purple / pink randomly). If fail, both of the splash and the rose would be lost.
If you success to get 6 different roses, you'll be able to craft a bouquet and receive a 20% jump towards all the proficiencies of the ancestor (1 time) when you'll pay respects with it.

Could have a link with the tearful rose (I don’t know this item)

LOL, you have a lot of stuff going on here. I don't hate it, strikes me as the watery equivalent of a soot flake. Again though makes me wish we had a water-based proficiency. Maybe one day. Anywho, while I like the inspirational aspect of it, the cotton to pick it up might require a bunch of work for just this. Would soone rhave it just jump into your inventory and make it a 1 use. I also like your idea of applying it to a dehydrated rose to mess with things. Again though, another mechanic. A-, mostly for creativity and imaginitive attitude toward making us do more work.
