Ok, to answer my own question: No, they do not increase the speed. It's still 2% a tick. They do not wear out. The only benefit is saving the 1 pig iron spent per 10 or so wrought iron on ordinary tongs.

Yeah, all it does it save you 100 silver every 10 wrought iron.
