Unfortunately fishing is not as deep and interesting right now.
If your idea of fun is everyday to fill the traps with bait and wait, then I guess you could attempt that. And for that you don’t need to be in a town. Just live as a hermit and pretend/ role play that you are a fisher who sometimes even go out to sea to hunts whales.
I doubt that there are fishing colony or towns out there, if no you could find a cove and be the mayor of it, invite folks and focus solely on producing goods.
I am sure you will find ppl interested to buy from you specific fish, pearls,lobster claws,etc.

Traps don't catch fishes only lobsters and shells, people have to fish, and it got revamped kind of a year ago
