I don't really get it.

There are healthy amount of people who quit game coz of MM. And they are allowed to bot and dominate again? Jorb and Loftar do even care that their game population is dwindling coz of botting trolls?

Some competition is nice. Really. But they are hardcore/cheating guys. Casual players (who are always majority in games) dont have any chance vs them. I guess changes made in this update aimed at making game more balanced. But it won't matter it we can just bot...
